Flex says it's synced but is not tracking

I dusted off my Flex and decided to start using it again. It's fully charged, and I downloaded the app onto my iPhone 6. When I view my account, it says I'm synced. However, my iPhone Bluetooth can't find the device, so I suspect this isn't true. No steps are being logged. I've "restarted" the device with a paper clip as instructed. Nothing helps. Any ideas?

I’ve found my steps won’t show up on my iPhone app if I’m not on WiFi. Could that be your issue?
