Flex won't vibrate when on the "tap display until you feel a vibration"

I just got a fit bit, it used to be my dad's, and it worked fine. I deleted his account, waited seven days, created an account for myself, and i am now trying to add a device.

I have done everything until he "tap display until you feel a vibration" screen, but it won't vibrate. The wristband lights aren't lighting up, either. Also, for some reason, it is only detected when it is in the charger, plugged in. I am doing this on Windows 10, and don't have any other devices i can use. I have tried resetting it, and it is fully charged. Their are no other devices using Bluetooth in the house, and i am not using Bluetooth anyway, but using the wireless sync dongle. PLZ HELP
