Cardio load too high every day

I'm very worried about cardio load. 59 year old female,  not overweight, resting heart rate 57, according to Fitbit my cardio load should be 1-58, EVERY DAY I exceed 200 or 300??? I have always walked at least 12000 steps every day, so why is my cardio load so high, even at 11pm when I am lying on the couch? Warnings every day to stop overtraining , I'm terrified I am going to have a heart attack!!!!

Have you  looked  at your heart rate chart?  Heart Rate is the main way Fitbit measures exercise intensity.  Maybe your heart just runs a little fast and it fools the algorithm.

If you walk 12k steps every day and have a relatively low rhr, it means fitbit considers you can handle 1 hour. I too, get startled by my active reminder when I'm resting after a brutal workout. Thanks for reminding me to turn that setting off. Also, setting your fitbit to maintenance may also help, right now it sounds like it wants you to walk more vigorously to improve your cardio further.
