I don't think I've ever gotten a badge for simply meeting my steps goals, not that it's a bad idea.  I've only gotten them for achieving various daily values-- 20,000 steps, etc.  (Though there are probably many, many badges I've never seen as I strive for consistency, not single outliers.)

There are only certain badges

Go to the Dashboard and on the top Badges Hover your mouse at the bottom over to the right until you see an arrow.

Click on that the the badges you have earn will come up

You can Hover your mouse over the Blank one and it will show you the Next badgeto be earned

There aren't weekly badges, and for daily badges, there a 5k,10k,15k, etc step badges, but not a badge for meeting a goal.

Also, there still seems to be a problem with weekly reports, in that I have a test account I set up a few weeks back (with a profile that matchs my real profile), and for some reason it showed I got a lifetime "50km" badge, but that account is set for miles and not km's, and the 50km badge doesn't show up on the fitbit.com dashboard.
