There is no way to tell. Those are two unrelated types of activities. Cycling miles are cycling miles and steps are steps, no connection.

As Tparker says, there is no direct equivalent however, according to the Cleveland Clinic, a 150 LB man burns about .05 calories per step. That's 600 calories for 12,000 steps. Of course this can vary drastically based on on how strenuous the step is.
Next, according to a Harvard study, Bicycling at a moderate pace outdoors may burn the following calories over a 30-minute time span:
• 125 pounds: 240 calories
• 155 pounds: 298 calories
• 185 pounds: 355 calories
I would think there are also lots of variations here too based on actually conditions. Hilly is more, flat is less - but assuming the same 155 LB person, thats about 1 hour of biking is about 600 Calories. Therefore, VERY loosely, an hour of biking is about the same as 12000 steps.
