As with most things in life, the answer you get will depend on who you ask.
There are two main "charts" for their unique "measurement styles" that I've seen float around online - the American Council on Exercise (ACE) BMI chart and the Jackson & Pollock BMI measurement system.
The ACE chart can be found online at http://www.acefitness.org/fitfacts/pdfs/fitfacts/itemid_3594.pdf
The Jackson & Pollock method can be found online at http://www.johnnyfit.com/health/measuring-body-fat-what-the-heck-is-bmi-and-why-it-doesnt-matter.htm... (scroll down to the part titled "Skinfold Calipers" and "Calculate Body Fat Percentage" )
Remember that an "ideal" body fat for you may be different from the ideal for someone else. No two bodies are alike, and everyone has a different level of fitness which is "ideal" for them.
(Also a good reference at http://www.builtlean.com/2010/08/03/ideal-body-fat-percentage-chart/ )
