Is there some sort of activity database and/or library that shows how many steps fitbit uses to calculate different activities?

Not totally understanding your question, perhaps because of a misunderstanding of how things work.
Are you talking about for Fitbit auto-starting a workout?
That's increased HR for a short period of time along with some steps to show movement and not just having an anxious moment not moving.
Or Fitbit figuring out which activity to use?
That's motion detected from the 3 axis accelerometer - as you might guess, it's guessing oftentimes on that.
Or what activities Fitbit could use?
Go to manually log a Workout Activity and search through the list - that's available.
