Steps/Miles do not equal calories burned

I am walking over 12,000 steps and over 5 miles a day, but am only burning 70% of the calories.  Any suggestions?

If you feel like 12,000 steps is your upper limit, and you're getting discouraged by only hitting 70% of your calorie plan, I would suggest editing your food plan for a different calorie level. If, however, you feel like you can walk more, by all means, walk more. 🙂
