I'd like suggestions for exercise targeting your upper arms. Not so much for appearance as actual strength. I have two strong doggies...the boy in particular can pull like a tank. It's not so much training for him, he will slow down if I tell him to. I'd just like to be able to keep up with him easier. The girl it's a safety concern. She is DA and I want to know I can stop her instantly if need be.

Its always a better idea to work all of your muscles, rather than targeting one particular group. Otherwise you get an imbalance of 'strength' that puts you more at risk of injury.
If your dog suddenly pulls on a leash you might feel the strain mostly in your arms, but you are likely using your shoulders, back, hips and legs to both maintain your balance and pull against the dog. Having stronger shoulders, back, .... will actually be more effective at resisting the dog than just strong arms (since you will be using more muscles, and your entire body weight more effectively).
