No, of course it's not cheating.
Nobody cares if you run a marathon to get your steps, or go up and down the same 5 steps to get to your basement, or you run in place. Ultimately - any activity burns calories.
Now - if it's a sunny day - and you choose to "run in place" while binge watching The Walking Dead for an hour, instead of getting a real jog in, one could say you were "cheating yourself" - but hey, it's The Walking Dead! You're still moving.
Relax. There are no step police to punish or chastise you for non-movement. You'll do that yourself when you see the low numbers at the end of the day.

Agreed... I personally don't see it as cheating.
No matter if you travel 4 feet per stride, or half an inch per stride, they are all steps and strides... are they not?
I do the same thing since there is 10 inches of snow outside.
Personally i feel jogging in place can be just as vigorous, and i feel it in different areas of my body... for instance my calves feel more burn when i jog in place. To me thats a bonus to work different areas, not cheating.
Same goes for plain old steps... steps are steps, no matter the distance traveled!

to be honest I am perplexed why you would think it was. you burn calories by breathing, digesting your food, sitting- all not cheating. so actually moving instead of sitting- good for you!

You can't cheat heart rate, so no.
Now if you put your fitbit on a friend and made them run in place that would be cheating...:)
