Who measures foods like Oatmeal as the cooked product in the food search field?

It seems a little odd that some foods, e.g. Oatmeal only have measures of the cooked product to choose from. Why would anyone want to measure a cooked, sticky, clinging to a cup product, rather than the raw, dry, easy to measure amount going into a saucepan? Maybe it's just me, but it seems a much harder process. I know I could just triple the amount as it's 2:1 water. 

While I'm at it, looking now, there's a cup of "Instant Oatmeal" listed at 891.2 KJ, and a cup of "Quick or Instant Oatmeal" listed at 606.7 KJ. Who enters these values?
