Brand new inspire 3 keeps freezing step count

I have some soft and hard restarts and still frozen. Only 2 weeks old. I am very frustrated.

Sad to hear that your Inspire 3 isn't working as expected. As you've already tried to restart it, I'd suggest contacting Fitbit support to get further assistance:
