Does the metric 'pace' expressed in feet and inches have any meaning?

I have yet to find a definition of 'pace' expressed in feet and inches that makes sense

Hello @Baritone34 and welcome to the Community.  That notation isn't feet and inches.  It is minutes and seconds per km, in your case.  If you and I both run a 5k in 22:35, your Fitbit will show 4' 31" (4 minutes and 31 seconds per km) and mine will show 7' 16" (7 minutes and 16 seconds per mile). Both Fitbit and Apple watches use 00' 00" pace notation.  Garmin uses 00:00 pace notation.
