HR monitor and Active Zone Minutes not adding up

I did a 20+ minute workout today, pretty decent intensity.  Heart rate stayed elevated during most of it, which is reflected in the graph tracking my HR.  Should have been well within active zone minutes.  However it only gave my AZM for half the workout, and says I was below for half the workout, which again, even the graph doesn't jive with.  The graph shows me in the yellows and oranges for 90% of the workout.
