Inspire 3 Won't Sync with App - iPhone User

I just got a free Inspire 3 from CareFirst.  I downloaded the app on my iPhone and it won't sync to the app.  It keeps saying that I need to give the app access to the Bluetooth.  Bluetooth is turned on..... the app has access to the Bluetooth.  Still won't synch.  HELP!!!
