Breathing rate and hrv have never shown in my inspire 3, although sleep details are fine

You are getting Sleep Stages (Light, Deep and REM), but no BR or HRV?

Try removing the phone from the Devices list to see if that resolves the step count issue. Other people have reported similar problems when their phone was added as a Device as well.
Make sure that your device has just synced with your phone before checking to see if the step counts are the same on the device and App also, because the device only automatically syncs with the phone every so often; not real-time.

Thanks, but it's not a step count issue

Sorry for the confusion, @Brian3012. I mistakenly jumped a thread with that response.
Regarding the missing BR and HRV heart metrics, they are never returned if one only gets sleep patterns (awake, sleep and restless) but since they use HRV as one of the things to determine sleep stages (light, deep and REM), I'm surprised to hear that these heart metrics are missing if you got sleep stages.
Maybe try restarting your device to see if that resolves the issue.

Still no joy! I have always had sleep stages without any problem but not br or hrv. I have just tried resetting the device but it doesn't help.

Always getting sleep stages and never getting BR and HRV heart metrics is definitely unexpected behavior so, if a Restart didn't work to resolve the issue, maybe it's time to try a Factory Reset of the device.

Does a factory reset delete my data?

A Factory Reset will only delete fitness data on the device that hasn't been synced from the device to the App. No fitness data on the App or the server is affected by performing a Factory Reset of the device.
The BT pairing credentials and personal customer data on the device will be deleted with a Factory Reset, however, so the device will be left as it was when it just shipped from the Factory. Therefore, you just need to set up the device again after that.
