Text messages always "on" inspire 3 settings

I think I understand how I'm supposed to turn off text message forwarding, however the toggle switch does nothing. Whether it's left or right, it always says "on."  And yes, I am still receiving the messages on my inspire 3, even when it's toggled to the left.
