My walking activity shows steps of 2779 for 31 minutes yet my steps show 7779. Is there a difference between the two?

Also the reminder to walk on the watch shows 36/250. I don't understand what that means

I was walking for 90 mins though🤔🤔It only recognized 31 minutes. Sorry if I'm just not getting it 🤷🏾

If I understand where you are reading these numbers, the 2779 steps for 31 minutes is for a particular walking activity;
7779 is your step total for the day;
Reminder to move is to walk 250 steps each hour for the time range you have set. For that hour, either you have taken 36 steps, or have 26 steps to go to reach 250.  I forget which way the Inspire shows that.  That is to remind to get and move for a few minutes every hour so you don't sit still too long, no matter how active you have been for the day.

It auto-recognized the walk for you.
