Several times recently as I check my active steps in the phone app I'll see 16, then 4, then zero, then 3, then zero, and on and on but the minutes are never restored in later syncs. Today I ended a 30 minute walk with now 1 active step. Hourly activity markers also periodically disappear in the app. My Inspire 3 shows I have 4 hourly activity markers, but the app show the first three as failed and only counts the fourth. I had hoped the first several times I noticed this it would be a fluke but it keeps recurring. Best I can tell I am updated to the current version of the app. I have also restarted my phone a number of times since this started happening.
