@IdahoFlyer To echo what @SteveH wrote, all Fitbits have needed a compatible Android or iPhone for set up for several years. Devices seem to sync with the Fitbit app for Windows 10, but this is a quirk and not by design. The Fitbit app for Windows 10 is outdated, so outdated that it doesn't even report your sleep score. Some of Fitbit's basic features are only on the Android/iOS app. All Premium features are only on the app.

The manual hasn't been released yet to be sure but the online store for the Inspire 3 says:
The Fitbit app is compatible with most popular phones. To set up and use your Fitbit products and services, you must install the Fitbit app on a compatible device running one of the following operating systems:
Apple iOS 14 or higher.
Android OS 10 or higher. Android users can set up Inspire 3 faster with Google Fast Pair. See additional tips for Android phones here

Fitbit has announced that the windows app will soon be disabled.
It has been a few years for the latest update.
