Thank you for your inquiry about Quick Replies. Windows is in a similar position to iOS. Android provides some universal capabilities that are well supported by Google and the developer community. While Windows is not as restricted as iOS, the OS does not offer the capabilities required to offer Quick Replies at this time.
This feature is currently available on devices paired to an Android phone running Android 7.0 or later. Devices paired to an iPhone or Windows 10 phone can respond to Fitbit app notifications, such as messages, cheers, taunts, and friend requests. This could be a reason of why you're seeing this option.

Not me, as my phone is unsupported, but I do know that Quick Reply has been rolled out to Android users, so my guess is that a lot of people may have experienced that.
