I have noticed that the Silent Alarms fail to fire if my Ionic is locked for some reason. Has anyone else run into this?

@JeffInNC Welcome to the Fitbit family! Thanks for reporting this situation that is happening with the silent alarms.
I tested mine and yes, alarms will not go off when the Ionic is locked. However, I noticed that Ionic only gets locked when it detects it is not on your wrist (for security purposes).
Maybe you can try unlocking it before going to bed, make sure to not take it off at any time and go to bed. I believe the alarms should go off as the Ionic will not get locked any anytime during the night.
You can also create a feature suggestion for this. That way users can vote for the idea to make it popular. The more votes, the better.
