Select "Set up a Device" -> Select "Ionic" -> Select "Set Up Your Fitbit Ionic", See a white in progress page that then immediately goes back to the account page.  This was described as an issue previously.  The person went to google play and downloaded the app to fix the issue.  I went to google play and it states I received and app update on the 17th of December 2018.  So I cannot download the app.  Seems to be up to date.  I have tried to add other devices even though I do not have one around and I have no issues.  I get the agreement page to allow continuation.  Thoughts?
