App notifications that were turned off are suddenly back on after phone restart.

OK, so notifications on the Ionic are junk at best, and I have been shutting down app notifications left and right but I have a question.  Can anyone tell me why the notifications are ALL (all previous apps set to send notifications) mysteriously being set back on every time I shut my phone down and restart it?!  If I shut them off I want them OFF regardless of rebooting my phone.

My Ionic is doing the same thing with notifications. It's a bit irritating. I've tried turning them all off and then back on after doing a hard reset. And they just go back the showing again on all the apps that I had on but turned off.
