At Current Firmware - Why does Initial Setup still take 30 minutes or more?

If my Ionic already has the current, 27.25.16.7,  firmware, and I do a Factory Reset, why does the subsequent Initial setup take just as long as when the watch required an update when I purchased it ?

Puzzling.  Perhaps a "factory reset" really dies what it says on the tin, and returns your Ionic to the state it was when it shipped (requiring an update).  Or maybe it is your system?

 

My Ionic shipped without an update required and it was set up in a couple of minutes or less.
