Using a Fitbit Ionic with a Galaxy S6. Does the GPS on an Ionic work similar to a cell phone where I can turn it off to conserve battery, or am I always being tracked? The only GPS setting I've been able to find is in the Exercise app.

You wont be tracked always. GPS is enabled when you choose appropriate workouts that make sense for a GPS context such as run or bike.

@cwilcox08 Welcome to the Fitbit Community! Yes, you can begin the workout from the exercise app. You can also begin it if the GPS has not connected, once signal is available it will connect.
There is also an option on your online dashboard's Ionic settings in which you can control how the GPS works. Check the picture below:

It is very complete so you can have full control over GPS! Also, check this help article about GPS for more details about this feature.

Does the GPS turn off automatically when an exercise is completed? I have noticed a quick battery drain after I've finished a run.

Yes, GPS will turn off once the activity is finished on your watch. The battery drain corresponds to the GPS usage as this feature will drain battery quicker on your watch. The battery on your watch lasts up to 5 days. GPS battery lasts up to 10 hours. However, there are other factors that will drain battery quicker; check them out here.
