does anyone else have problems with their fitbit doing this? It's like it's trying to restart its self and does it multiple times a day.

It looks like your device is definitely restarting. Does it stay frozen on that screen?
This may be a bit of a long shot, but have you tried setting it up again as a new device? This can be done through the app if your watch is frozen on that screen and I would be happy to assist you with that if needed.
