Get no notification on my Ionic

I have Huawei p20 pro. Before that Samsung Galaxy 7. And from both mobiles I don't get any notifications to my ionic. Every time I check my dashboard to check on notifications, the message is that I have to restart my phone... So I do... Get the phone to send my a test notification. I get one... and the problem is SO NOT FIXED!! 

FIX IT!!
