HR not in sync between phone and Ionic

I have been using the phone app to keep HR on screen while on treadmill. etc. to keep from looking at the watch.  Recently I have noticed that the HR on the watch and on App can be anywhere from 5 to 20+ bpm different.  At first I thought it might be lag, but after observing to a few sessions, there doesn't seem to be any real pattern to it.  Has anyone else noticed this?  just to be clear, the HR on the app does appear to be actively updating every second of so.

My understanding is the Bluetooth connection isn't constant as that would drain too much power from both the phone and the Ionic.  Assuming I understand this correctly, there is no way for you to constantly monitor your heart rate via a phone for say a full hour.

I may have to disagree with this statement a little.  The ionic has two Bluetooth modes, Normal and LE.  the whole point to LE (Low Energy) is for always connected devices.  When live data is enabled, that is exactly what it is for, to stream live data such as HR to the app.  The HR in the does change as I stated every second or so.  So unless they are somehow displaying extrapolated data, buffered data in an incorrect time frame, the data on the app is blatantly fake, which I do not believe it is because at time they are synced.

As with the Surge before it, my understanding the "Normal" Bluetooth is switched off virtually all of the time; it is only there to be enabled for legacy devices.  That said, it has been a couple of years since I read up on this, so I may have mis-remembered.
