I have always had problems syncing. I am still on 27.31.1.16.
Phone app has problems. The Ionic does not connect to wifi.
And even the laptop app has always 10-20 errors like:
I need to push "Try again" 20 times and eventually it syncs.
Very annoying.

If you have trouble connecting your watch to Wi-Fi, first make sure that your Wi-Fi network is working correctly and that your network type is compatible with your watch.
Your Fitbit watch can connect to open, WEP, WPA personal, and WPA2 personal Wi-Fi networks. Your watch won’t connect to 5GHz, 802.11ac, WPA enterprise, or public Wi-Fi networks that require logins, subscriptions, or profiles. If you see fields for a username or domain when connecting to the Wi-Fi network on a computer, the network isn’t supported. For best results, connect your watch to your home or work Wi-Fi network.
Note that you can connect your watch to a personal hotspot which lets you share the cellular data of your phone or tablet when you don’t have access to a Wi-Fi network. Additional data charges from your mobile carrier may apply.
After you verify the network is compatible, plug your watch into the charger and make sure it’s in range of your Wi-Fi network. For a stronger Wi-Fi connection, move your watch closer to your router. Wi-Fi won’t work on your watch when the battery level is below approximately 25%.
Also, I'd recommend updating your Ionic's Firmware version. Sometimes, running old versions might be a cause of syncing issues. Check this article, to steps on how to update your tracker.

One thing that you need to keep in mind is that the Ionic does not actually sync through Wi-Fi.
If you're having issues syncing, this will most likely be related to the Bluetooth connectivity between your phone/computer and your watch. Sometimes Fitbits have a lot of syncing issues with Windows 10 computers or phones that are not listed here.
Before you're even able to connect to the Wi-Fi and do the update, you'll need to fix the Bluetooth issues with your devices.
