When you do a factory reset it essentially becomes a new device to the apps. Here are the steps you need to take:
1. go to the phone app and delete Ionic from your account. On the phone app tap the icon on the upper right corner (the one that looks like a document).
2. On the settings page, tap on the Ionic tile.
3. On the Ionic settings page, tap on the trashcan icon on the upper right and remove it from your account.
4. Go to the phone's bluetooth settings and unlink the Ionic from the phone.
5. Go back to the phone app and then relink the Ionic to your account the same way you did when you first got it.

Call the number below and explain your situation. They will walk you thru a bunch of troubleshooting and may get your device to work properly. If not -> if it falls under the Fitbit warranty they may replace it.
Your device should work properly. My first one was defective but my replacement is better so far. Let me know.
