Ionic factory reset get red X

I have done everything suggested on all the posts in the community and still get red X even though it does the vibrate at the end from the reboot. This is brand new for Christmas and just stopped connecting/syncing with my phone. Did the forget device, removed device from app and nothing.  So I did reset to factory settings and now get red X.  I have an iPhone 8 and am on 13.3.
