Am I correct in believing that there is no way for the fitbit ionic to measure heart rate whilst swimming?

As @SteveH mentioned already, heart-rate tracking is disabled during your swim workout, but I do recommend that you vote and add your comments in the idea mentioned here from the Feature Suggestion board of the Community, since this section is constantly reviewed by the team of developers for possible updates in the future.
