Have tried suggested solutions of restarting iPhone and Fitbit but sleep and 250+ steps still do not record.
Steps, stairs, calories and active are in sync.

Can you please double check that your Fitbit app is running version 2.81? This is the most recent one.
If your apps update automatically, check the Updated list to see if the Fitbit app was updated.
Once you've confirmed that your Fitbit app is up-to-date, let's refreshing your app:
Additionally, make sure that you're getting a solid heart rate reading , since sleep stages requires consistent HR. For best results, wear your device higher on your wrist (about 2-3 finger widths above your wrist bone). The band should feel secure but not too tight. Also, double check that your watch is charged up.
I'd recommend checking the following that could be preventing you from receiving sleep stages:

@MarreFitbit, it does not work at all. It does not sync unless I restart Ionic, which is not what I paid for.
When will Fitbit fix that bug? Thank you.

@MarreFitbit, I am using iPhone 7 now. All previously used Fitbit's items were working perfectly fine and I used most of them. Since I got Ionic last week, it does not sync properly. I noticed others comments on the same issue so I presume that there must be a system bug. When will you solve it?

If you mean your Ionic isn’t showing the watchface when you move your wrist, it may be because the Auto feature got shut off (has happened to me a couple of times). Press and hold the left button. This brings up a settings screen. Just set the Screen Awake to Auto.

Thought I replied. Tried the above which didn’t work, however, it started measuring heart rate at noon that day. The period where it wasn’t working was for 12 hours… midnight to noon. Been working fine since.

@MarreFitbit today it does not even respond after restarting. The syncing is completely down. Frustrating big time as it costs lot of money and it should work.

Thanks for following the tips and recommendations @faja23. If your Ionic is still not syncing, please go to the Fitbit app, click on the "Account" icon, tap your device and scroll down until you see "Remove this Ionic" which I'd need you to do. Then, go to the Bluetooth settings on your phone and remove the tracker. In the list of Bluetooth devices you'll see the Ionic and next to it, this symbol "!". Hit the symbol and it will take you to the next step, once you're there select the option that says "Forget this device".
Once you've made sure about that, go back to the Fitbit app, go to the "Account" option in the upper right corner and select "Set up a Device". This should start the setup process for your device.
If you can't get started with your Fitbit device, usually a missing requirement is the cause. Carefully review the requirements below:
