I have let the battery totally discharge and then recharge. No change. I have let the battery discharge and let the watch sit for a week. No change. I have just repeated the discharge and sit for a week and am now charging while connected to my Surface Pro and the Fitbit website and syncing with my iPhone. The syncing with the iPhone got the time corrected but it still will not wake when I rotate my wrist. Help.

You have probably accidentally turned off 'Screen Wake'.  You can find that in 'Settings'; tap to toggle on or off.  If that doesn't do it, you might be in 'Sleep Mode', which can also be found in Settings.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
