Is there a way to set up the heart rate monitor/sleep monitor to start a work flow of events. For example, once my fitbit says I'm asleep it turns off my lights/TV etc

A warm welcome to the Community @Shaneht13! It's not possible to set up the heart rate monitor and that it can be able to work with a flow of events. However, you may want to vote for this idea Add IFTTT sleep start and sleep end triggers  or post your own on the Feature Suggestion.
