Just bought an Iconic and I can't figure out how to make it work - Please help

I got the app on my phone and my desk top.  When I go to update tracker on the app it says I have no bluetooth turned on.  But my fitbit is plugged into the computer by its charging chord.  Do I need a blue tooth?  All I get on the fitbit when I push the buttons is either a green check mark or a triangular shaped bunch of blue buttons.  This item was rather expensive and I feel frustrated that it is so hard to set up.  I am not very tech savy so could use all the help I can get.  Thank you.

What phone are you using? If it is a Supported Device it is probably easier to set up on the phone, as you DO need bluetooth whether it is plugged into the computer or not and it sounds as if your computer may not have bluetooth. What Operating System is your computer?

windows 10 operating system.  I tried to set it up on my phone and had no luck.  The phone is a supported device.
