This is now the situation with my Ionic. Heartrate sensor is flashing green, but no heartrate is being recorded. I have tried it on both wrists for no difference. I have worn the Ionic at this position for a year and have not had this problem before.
I have performed the shutdown, I have unpaired the device, I have performed a full factory reset, and the image below is what I get. No heartrate. None at all. Even verified the heart rate setting was on.
Clearly this is not the desired situation for a heartrate monitor.
Other than all of the above, is there something else I have not done to correct this? I make sure to rinse and dry the sensors after every activity and the watch is not fouled by mud or dirt. The factory reset has not achieved anything beyond taking up the time needed to perform the set-up again.
I am operating this paired with an iPhone XS.
EDIT solved by complete replacement of the unit.

Check the heart setting on the watch under settings.

Wow, I mean, the very first thing to check before going for the nuclear option of a factory reset.
I know you’re trying to be helpful, but you might want to assess the words and imagery provided before coming up with that line.

Sorry @DaygloViking I don't see any of your photos or screen shots displaying the heart rate setting. Have you tried switching heart rate to off then on?
Yes I know this is the versa 2 but your setting will look the same.

All we can do is suggest what we know.
Have you turned of the heart rate and turned it back on, you haven't mentioned doing this.
Have you turned of your Ionic yet? This is the only way to do a hardware restart?
Really for anything more than the basics, you will need to contact Fitbit.
