ok I need help, years ago I had a Fitbit Zip, then the past few years I had a Blaze, this morning I got it wet and decided to go buy an Ionic, after multiple attempts to get it set up it still gets hung up at downloading at 10%, is there anything short of returning it that I can attempt.
What next

Hello @58gettngold, I'm not sure what step would be 10%
Knowing what device is being used to setup the ionic would be helpful.
Did the app doing the Ionic?
Did the Ionic show the 4 digit code?
Where you able to enter the code into the app?
Did the app accept the code? If so the tracker should be setup
Now does the app request to update the firmware, this can be done through wifi or bluetooth. Which would you use?

Thanks for these suggestions, I tried all this then spent 1.5 hours on with Fitbit Tech Support to an avail so I took back and got a replacement, trying to set it up now

I am having this problem too, it is just stuck at 10%. I have the Fitbit Ionic. It connected to both Bluetooth and my wifi.
I just bought it and was in the process of setting it up. I got through the entire process, then it said it needed to update (first update, as it's brand new, just got it today), goes to 10% on my phone, then just simply looks like it's stuck in a loop.
Won't progress any further (got to two hours updating time). I kept my phone near it and let it go, didn't touch a thing, always charging, etc.

What is stuck at 10%.
As for the setup process their is no percentages given.
The steps are
1 Press add device
2 Choose Ionic
3 Ionic is found by the Fitbit app.
4 Code is displayed on the Ionic
5 Code is entered into the app
6 App accepts code
7 The ionic is now setup.
Now the app will request the user to i add wifi. See the note above in pink, you want to skip the wifi setup.
Do not setup the wifi
The app will not ask you to load the firmeare.
Choose Bluetooth not wifi, see the note in pink at the top of the screen
Your firmeare should proceed to load, last time I did this in was driving to work and it took 30-40 minutes over Bluetooth.
You may now setup wifi after the firmeare has been loaded.

When you initially set it up for the first time, there is a progress bar with a % completed at the top for the first update, it got stuck at 10%.
However, disabling wifi appears to have worked as suggested. I just followed the prompts and set up the wifi like it asked lol, but turning it off allowed it to update completely. Thank you!

That is the update process, not the initial setup.
Currently Fitbit is experiencing a problem with firmeare update though the wifi, see pink not above.

Thanks for all your help, funny thing is I see they had an issue yesterday... I brought mine back and was having the same issue on the second one so I tried turning off my WiFi and doing over Bluetooth and it worked.
