I have Mobile Track set up on my phone to continue tracking when my watch is charging or left at home. However, it seems that as soon as the watch is back in range of the phone and syncs, the step count of the watch overwrites that of the mobile track, basically rendering the feature useless.
Is there any way to resolve this? I've tried all the usual steps of disconnecting and reconnecting (both watch and mobile track), clearing cache, updating app, reinstalling app, etc.

It’s good to see you in the community, @Bgg1.
Thanks for the details shared in your post and for already trying to resolve the issue. I understand your concern and recommend reviewing this help article where you can find information on how your data is calculated if you have more than one device paired to your Fitbit account: Can I wear more than one Fitbit device at the same time?
You can find more information about Fitbit MobileTrack in How do I use Fitbit MobileTrack?
Hope this helps.
