Why can't fitbit sync non-gps exercises to Strava like all the other trackers

Exporting activities was introduced when Fitbit launched the Surge tracker.

 

For some unknown reason, Fitbit decided to restrict exporting to GPS activities.  

 

I reported the issue to Fitbit in May 2015.
