Time set to military but not showing up on watch that way. How do I fix this?

When you set the Clock Display Time in your Fitbit.com Dashboard settings, you then need to scroll on down the page and click on Submit and then sync your tracker.

I've done that. It worked on military time for a couple days then reset itself to standard. The one alarm I have still shows military time though. very strange behavior.

That has to be a bug, have you tried different clock faces?
