Fitbit Ionic counts floors even when not climbing floors and even while using elevators

The floor count on your Ionic is measured using a barometer. Environmental changes in air pressure can cause floors to be added. Unfortunately it is just one of those limitations, all devices that use barometers suffer the same fate.
