Turn on Device notifications - ionic

I have a Samsung galaxy s8 and I've been having trouble with my ionic syncing but I fixed it. I just completely reset everything; reinstalled the app, and factory reset the ionic. It's syncing now no problem, what I'm having an issue with is I can't get past the turn on Device notifications screen in the notifications tab. I have done all the enabling it's asking and I'm not on do not disturb. I don't know what to do but I've never had this issue before today. Notification image Screenshot_20180203-092806.png
