I’m an RN and I’m always running around; my heart rate (which is normally in the 50s-60s when I’m walking or sitting) goes anywhere from 90s-120s and sometimes to 130s when I’m at the job for long periods of time. My Fitbit ionic is indicating that I’m doing something active but when I sync it to my phone, I get no active minutes for that day. Is there a setting I can change to make it more sensitive to this?

@Rosalita26Welcome, active minutes is always a dilemma for many.. It need 10 continuous minutes over or above 3 times your BMR (Basal Metabolic rate).. See this link where I try to explain it and how to use the Activity Record icon in your PC Activity Log.
