Seems like fitbit dropped the ball again on this seeing that apple launched this feature ahead of fitbit. Iconic is barely able to open app store and stable OS.

Did you read the news correctly or did I read the news correctly? It has nothing to do with Apple. Cardiogram is a separate entity and app and uses data science or statistics models to predict hypertension and sleep apnea from heart rate and heart rate variability.
It is only a study or results of a study comprising samples.
I know of several such studies and at the moment there is no concrete finding.

I see it says "could be used" but are any of these companies actually going to take effort to add this benefit to their apps or dashboards?

Not in the immediate term especially if you are thinking about jumping into a Apple Watch just for this news.

The only thing that article says is that they have a "proof of concept", not that Apple nor anyone else is ready to implement such a capability: "Cardiogram and UCSF previously demonstrated the ability for the Apple Watch...."

The study used Cardiogram app and Apple Watch to collect data from 6,115 participants.
Data collected was HR and step counts, over a period of 1-53 weeks. They used data from 70% of participants to predict hypertension and sleep apnea in the other 30% of participants.
(The predictions were accomplished by developing, training, and using their Deep Neural Network (DNN) model)
Results:
"surprisingly good prediction of hypertension and sleep apnea given that its only inputs are heart rate and step count. Whether such DNNs can provide durable and portable predictions for these conditions in other study samples is worth pursuing."
Cardiogram is a nice little app, I use it occasionally on my phone but more often to look at HR graph on my Apple Watch:
Cardiogram app also allows you to provide data for the mRhythm research study, using either Apple Watch or Android Wear devices.
