my Fitbit ionic's step counting is stuck

I have restarted more than a dozen times, changed clockface, and restart some more

It has been stuck on 19682 step for 2 days now

As the restart isn't working for you then you could try turning the fitbit off and on:

On your watch, open the Settings app > About > Shutdown > confirm the shutdown.

To turn your watch back on, press the back button.

The shutdown process I mentioned is different from the restart. Just in case we're getting confused over what the restart is, here's fitbit's notes:

Press and hold the back and bottom buttons until you see the Fitbit logo on the screen. For Fitbit Versa Lite Edition, hold the back button for 10 seconds.
Let go of the buttons.
