For instructions on how to charge your Tracker and resolve charging issues, we recommend visiting this article.
The button to perform a restart can be actually found in the charging cable as shown in the screen shot below:
In the set up article we state "before you begin using your Fitbit device, you must connect it to your Fitbit account with a phone, tablet, or computer. Connecting your device allows it to transfer (or sync) data back and forth with Fitbit".
