Hourly Activity Goal on Luxe doesn't match tile in Fitbit app

Randomly, every few days or weeks, my Fitbit will show I’ve hit 250 steps every hour for 9 hours, but the app will show anywhere between 6 and 8 hours. I’ve tried all the usual suggestions (rebooting, switching Bluetooth on and off, charging more often, installing updates, syncing more regularly) over the months I’ve had the device and it keeps happening. Is this just a bug that won’t go away so I should stop bothering with hourly step counts?
