Hello @S-archer and welcome to the Community. Fitbit just started rolling out this feature. The announcement I read said that it could take weeks to get to all users with compatible devices. Nine devices will get the feature, so I'm sure that is a lot of users. Just be patient.
I want to clarify two things. First, the feature is only available to US users right now. Second, this is different from the ECG app, which is only available on the Sense and Charge 5. This new feature uses the heart rate monitor (green LEDs).

Third: there is no new app. The HR information are analysed on Fitbit server and sent back to Fitbit app. User will receive a notification in case of positive detection. (Note: i have the function enabled using my Luxe)

Yes, @Rufous44 from what I read, it looks as if this is computed on the fitbit server
